Store templates in a searchable system. A Google Sheet works fine. Columns for: template name, category, use case, the actual template, and the date it was last updated.
Tag each template with the situation it covers. When you need to write an email, search by situation. "Client unhappy with results." Pull the template. Personalize and send.
